Charles Stevens was born on February 5, 1847 in London, England and died October 14, 1931, in Milwaukee, Wisconsin where he was visiting his son. As a young man, he was a sailor. After his arrival in Napanee, he became a merchant dealing in potash, coal and timber. The ashes him made a fortune. He was Mayor of Napanee from 1894 until 1895. Later (1901) a became a newspaper publisher. Charles Stevens wrote and self-published his autobiography in which he referred to himself as "the sailorboy". He is buried in Riverview Cemetery, Napanee.

Charles Stevens appears as a contributor to Grace Church in the Annual Reports of 1901 and 1916.
