The original document is a scroll, approximately seven feet long, crudely constructed by gluing together a number of sheets of blue laid paper. The inscriptions were done with a broad quill pen in a cursive hand, and are difficult to read. The number six, for example, resembles the numeral one with a comma following. The names are divided by the first letter of the surname, and then arranged numerically by conc. and lot.
This is the earliest voters list for Sheffield township in the collections of the Society. Following Confederation (1867) the Province of Ontario decided that the right to vote in Provincial elections would be identical to the right to vote municipally. Therefore, all lower-tier municipalities were required to produce and forward a voters list.
The voters list was comprised of all males over age twenty-one, who owned real property (real estate) valued at $200.00 or more. Farmers' sons over the age of twenty-one were assessed for their share of the farm, and if the share were more than $200.00, could also vote.
Note that one could own property in Sheffield township, be eligible to vote, and not actually live there.
Not included on a voters list were sons of famers with small holdings, professional men who rented their place of residence (including most clergy). Also not included were labourers owning property valued at less than $200.00, tenant farmers, squatters and paupers.
